Green Bay & Western employee timetable No. 92, effective November 28, 1976.
By 1976 the car ferry traffic was down to only two boats a day, but it still played a part of the GB&W's traffic mix.  Night and day trains went to Kewaunee to meet the ferries, and a single, very long, train carried the freight to the west end of the railroad.  The ferry connections offered a four hour time savings, as this 1976 newspaper ad proudly proclaimed.  

Local industries were mostly served by the mainline freights, except for Trains No. 5 & 6 which left late morning from Wisconsin Rapids for the twenty-mile trip to the lucrative paper mill work in Stevens Point.

The portion of the Special Instructions covering the rules for transporting hazardous materials is interesting reading.

By this time the Ahnapee & Western had sold off its locos and, although it remained a separate railroad, relied on the GB&W to service their tracks.  It would not be long until Itel Corp. purchased the railroad an put the two lines under common ownership.

AVOID DAMAGE - Switch Customers Cars Carefully

- Judging Speed -

Accurate judgement of coupling speed depends upon correct timing. An excellent way to get accurate timing without a watch is to count "one hundred and thirty-one, one hundred and thirty-two" and so on as the car passes a stationary point. With a little practice counting can be done at the rate of one a second.

Ability to closely estimate speed at time car strikes is extremely important because impact force builds up as the square of the speed. This means that impact delivered by a car coupled at 8 miles per hour is not four times that at 2 miles per hour, but 16 TIMES AS GREAT. Damage to freight or car can be avoided by always keeping coupling within the safe range - NOT OVER 4 MlLES PER HOUR - A BRISK WALK.

SPEED CARD

To Find Coupling Speed of 40 Foot and 50 Foot Car

Sight vertical end of car body on a fixed point and note the number of seconds it takes to pass.  Speed in miles per hour is shown opposite.  Damage as a result of Rough Handling makes up a large part of the claim bill for Loss and Damage to Freight.  From the Railroad standpoint it is the major item in the expense.  We all know that Rough Handling can be reduced, often eliminated.  It is hopes that this card will be helpful in your efforts to prevent Rough Handling.

Switch crews must function as a team.  Clear signals properly given are mighty important; talk it over -- prevent Rough Handling -- it can be done.

S-5 Rules governing operation through Soo Interlocked Crossing at MP 4.4 on Stevens Point Branch which is under CTC Control.
a - Trainmen must first call Soo Control operator for instructions.
b -  When communications have failed and when it has been determined that there are no conflicting movements, operate emergency release push buttons for route desired.  Lights burning above push buttons indicate a signal at stop.
c - Wait 4 minutes after operation of emergency release push button and if route fails to clear, proceed as follows:
After it has been determined there are no conflicting movements, a hand proceed signal shall be given by a member of the crew at the crossing.
S-6 In addition to interlocking rules 605 thru 613 of the consolidated Code of Operating Rules, the following will govern at the C&NW Interlocked Railroad Crossing at Mason Street, Green Bay Terminal MP 0.04.
GB&W movements over the crossing in either direction will be made only after permission is received from C&NW Operator at Tavil, Dial 432-8918.
After receiving permission, GB&W crew members will promptly line the gates, make movement, line the gates back and inform C&NW Operator at Tavil that they are clear of the crossing.
If it is necessary for GB&W movements to occupy the crossing for an extended period of switching operations or any other purpose, the C&NW Operator at Tavil should be advised of the approximate length of time required when permission for line up is requested.
Instructions for operating the controls are posted in Control Building at Mason Street.
S-7 Soo trains or engines must receive permission from GB&W dispatcher before entering main track of New London Division at Plover
S-8 Employees are forbidden the riding of footboards on all locomotives.
S-9 Employees are forbidden from stepping on rail.
S-10 Cars set out bad order at stations awaiting repairs must be left uncoupled.  If possible, these are to be left so that they can be driven to with a truck and so workmen may walk around car.
S-11 Engines must not be run onto Track Scales or Ferry Slip Aprons.
S-12 Air brakes must be operative on cars while loading and unloading car ferries at Kewaunee.
S-13 Between east Winona and Winona Rule 93 is in effect and the track will be used jointly by BN, C&NW, GB&W, and CMStP&P trains and engines.

Maximum speed 15 MPH except 6 MPH over Mississippi River Bridge.

Draw Span over Mississippi River Bridge protected by "Automatic Stop Signals" located either side of bridge.  Engines stopped at Stop Signal (501K) may proceed when preceded by flagman to the "End of Block" sign.

During period navigation open, trains and engines must STOP at stop signs located either side of draw span and may then proceed, at reduced speed: on yellow signal from bridgetender, per rule 8(c).  This does not relieve requirements of flagging when signal (501K) displays STOP.

NOTE: "End of Block" sign installed opposite the opposing STOP Signals.
Air brakes must be used on cars when moving over draw span or other parts of the Mississippi River Bridge.

It is imperative that no engine sand is used in the immediate vicinity of the Draw Shanty and on each end of the swing span of the Mississippi River Bridge, to avoid sand getting to the gears.

No more than three (3) 2400 or more horse power diesel units operating in multiple may be operated over the Mississippi River Bridge.

When three (3) units as described above are operated over the bridge, they must be followed by at least one car with a gross weight not exceeding 177,000 pounds.
All four axle cars with weight between 210,000 and 263,000 pounds to be preceded and followed by an empty car while operating over the Mississippi River Bridge.
Four (4) axle cars in excess of 263,000 pounds gross weight not permitted over the Mississippi River Bridge.

S-20 Lighted fuses must not be used over any bridges or approaches thereto.
S-21 Use of Radios

When radios are provided, a voice test of the radio in the control unit, Caboose and all portable hand sets must be made to determine if radio is in working properly before a train or yard engine leaves its starting point.
If the radio is working it must be turned on during entire trip with the volume adjusted so calls may be received.  Defective radio equipment must be reported to the proper authority.  The Conductor and Engineer will be equally responsible to see that these instructions are complied with.

S-23 RULES CHANGES AND MODIFICATIONS OF THE CONSOLIDATED CODE OF OPERATING RULES

Rules 12 and 14 are changed to read one mile instead of two miles.

The last sentence of Rule 14 is changed to read yellow-green flag instead of green flag.

In the application of Rules 12, 14, and 14(A) reflectorized material of the prescribed color may be used instead of lights.

A blue signal displayed at one or both ends of an engine(s) and/or car(s) indicates that workmen are on, under, or between the equipment, and the equipment must not be coupled nor moved.  Other engine(s) and/or car(s) or other equipment must not be placed on the same track so as to block or reduce the view of the blue signals.

When a blue signal is displayed at any entrance to a track, engine(s) or car(s) must not be permitted to enter that track.

When workmen are working on, under or between an engine(s) and/or car(s) coupled to an engine, a blue signal must be attached to the controlling unit of the engine at a location where it is readily visible to the engineer or operator at the controls of that engine.

When workmen are working on, under or between an engine(s) and/or car(s) on a track other than a classification track of a hump yard, a blue signal must be displayed at each end of the equipment to which a coupling can be made, or at each entrance to the track.

Blue signals must be displayed by each class or group of workmen and may only be removed by the same class or group of workmen that placed them.

When emergency work is to be done on, under or between an engine or cars coupled to an engine, and a blue signal is not available, the engineer or operator of engine must be notified by employee in charge of making the repairs and protection must be given those engaged in making repairs. The engine or cars must not be moved nor air brakes applied or released until the engineer or operator at the controls of the engine has been notified by the same employee in charge that work has been completed and all employees are out from under or between engine and cars.

NOTE: "Blue Signal" means a clearly distinguishable blue flag or blue light by day and a blue light by night. A blue light may be displayed either burning steadily or flashing.

RULE 26-A OF CONSOLIDATED CODE OF OPERATING RULES

When workmen are working on, under or between an engine and/or car(s) on a classification track of a hump yard, the following protection must be provided:

  1. Each manually-operated switch, including cross-over switches, providing access to the track must be lined for movement to another track and a blue signal displayed at or near each such switch; and each remotely-controlled switch providing access to the track must be lined against movement to the track and a locking device applied to the control for the switch.
  2. The employee in charge of the workmen must ask for and receive from the operator of the remotely-controlled switches the required protection before the work is begun.
  3. The operator of the remotely-controlled switches will provide the protection before informing the employee in charge of the workmen that it is being provided. He will not remove the locking device until notified by the employee in charge of the workmen that the work is completed.
  4. The operator will record on a prescribed form and retain for 30 days information as to the date and time he received request for track protection; name and craft of employee in charge who requested the protection; the number of other designation of the track involved; the date and time he notified the employee in charge that the protection had been provided; the date and time he was informed that work had been completed and the name and craft of the employee in charge who provided this information.

Rule 200 is changed to read Chief Train Dispatcher instead of Superintendent.

New Rule 212-A of the Consolidated Code of Operating Rules:

Train orders transmitted by radio are to be handled in the same manner as other voice transmissions. When train order is to be transmitted directly to employees on the train or engine the movement must be brought to a stop, time and location recorded in the train order book before transmitting the train order.

CONDITIONAL STOP
(FORM Y TRAIN ORDER)

The following forms of oral authorization by the foreman and acknowledgment of understanding by the engineer are to be used to permit trains to pass a red flag without stopping within the limits of a Form Y train order.

Foreman will state: "Green Bay & Western R.R. foreman calling Extra 315 East about Order No. (Form Y Train Order No.)"

Engineer must respond, identifying his train as: "This is Green Bay & Western engineer, Extra 315 East."

When engineer has answered as above, the foreman will state: "Extra 315 East may pass red signal at (Location) without stopping."

The foreman may authorize a different speed from that show in the Form Y train order by adding to his instructions: "Proceed at ___ MPH," or "proceed at normal speed."

The engineer must respond to the foreman the instructions that are given him.
